About this opportunity

Texas Parks and Wildlife Department is requesting bids on refuse and trash collection, removal, and disposal services at the Devils River Dan A Hughes Unit near Del Rio, with bids due August 18, 2026 at 2:00 p.m. Central Time and a pre-bid site inspection highly encouraged.

The scope includes routine weekly trash collection using two 3-cubic-yard containers, with optional line items for additional weekly pick-ups, container additions or deletions, and as-needed 30-cubic-yard and 40-cubic-yard roll-off containers for disposal and metal waste. Pricing must be submitted on a per-unit basis with all administrative fees, fuel surcharges, and disposal costs included. Bidders must quote minimum line items 1 and 2 (routine service and additional pick-ups); quoting all available line items is strongly encouraged.

Bidders must demonstrate three years of experience in trash collection services and provide a Company Profile (Exhibit A) and past project references from work completed within the last five years (Exhibit B, three to four references required). Comprehensive insurance is mandatory: workers' compensation, commercial general liability with $500,000 per occurrence limits, and automobile liability with $500,000 combined single limits. The State of Texas must be named as an additional insured.

The initial contract term runs September 1, 2026 through August 31, 2028, with three optional 1-year renewal periods available. Contract price adjustments at renewal may be allowed with documented increases in landfill disposal fees, limited to one adjustment per 12-month period. Award will be made on an all-or-none basis to the respondent offering best value considering price, qualifications, experience, delivery/service schedule, past performance, and life cycle costs. The pre-bid site inspection should be arranged by contacting Jason Hairston at jason.hairston@tpwd.texas.gov or (830) 313-0681.
