The scope comprises weekly trash collection from 45 three-cubic-yard containers, bi-monthly recycling collection from two four-cubic-yard containers, and roll-off container services at 40 cubic yards as needed. Respondents must quote all five mandatory line items and may quote six additional optional adjustments for extra pickups and container modifications. All quoted unit prices must include administrative fees, fuel surcharges, delivery, pickup, and disposal costs.

Minimum qualifications require at least three years of documented refuse and trash collection experience with verifiable references from similar projects completed within the past five years; startup businesses are ineligible. Respondents must submit a completed Company Profile (Exhibit A) and Past Projects with Corresponding References (Exhibit B) with a minimum of three references. Contractors must maintain workers' compensation insurance; general liability with minimum $500,000 bodily injury and property damage per occurrence; and automobile liability with $500,000 combined single limit, with the State of Texas listed as additional insured. Certificates of insurance are due within ten business days of award.

The initial contract term runs September 1, 2026 through August 31, 2028, with an option to renew for up to three additional one-year periods contingent upon mutual written agreement, fund availability, and satisfactory performance. TPWD will provide written renewal intent notification at least 30 days prior to expiration.

Award will be based on best value criteria including lowest price, contractor qualifications and experience, quality and reliability, delivery and service schedule, past performance, and life cycle costs. Bidders are encouraged to conduct a site inspection by contacting Park Office Manager Traci Lindsey at 972-291-3900 or tracy.lindsey@tpwd.texas.gov.
