About this opportunity
Texas Parks and Wildlife Department (TPWD) is requesting bids for refuse and trash collection, recycling collection, removal, and disposal services at Cleburne State Park, with bids due August 18, 2026 at 2:00 PM Central Time. Pre-bid site inspections are highly encouraged and can be scheduled by contacting Stacy Davis or Will Speer at 817-645-4215.
The scope includes routine weekly trash collection from fourteen 3-cubic-yard containers, monthly recycling collection from one 2-cubic-yard container, and provisions for additional pick-ups and container adjustments as needed. The contractor must designate a permanent staff employee as Contract Manager and must have a minimum of three years' experience in providing similar services. All unit prices must include administrative fees, fuel surcharges, delivery, pick-up, and disposal costs. Respondents must submit pricing for six mandatory line items covering routine service and service adjustments, with three optional line items for additional container sizes.
The initial contract term runs from September 1, 2026, through August 31, 2028, with an option to renew for three additional one-year periods contingent upon mutual agreement, fund availability, and satisfactory vendor performance. Respondents claiming Texas bidder preferences or veteran-owned business status must complete Exhibit A (Company Profile) and Exhibit B (Past Projects with Corresponding References), providing a minimum of three verifiable references from similar projects completed within the past five years. The State reserves the right to award based on lowest price, best value considering qualifications and past performance, or any combination serving the State's best interest. Payment is made within 30 days of receipt of properly prepared invoices following TPWD acceptance of work. The contractor must maintain commercial general liability insurance with $500,000 per occurrence limits, workers' compensation as required by law, and automobile liability coverage of $500,000 combined single limit, with the State of Texas listed as additional insured.
