About this opportunity
The Colorado Department of Early Childhood is soliciting a Documented Quote for reflective consultation services for Early Intervention Care Navigators statewide, with quote submissions due July 30, 2026 at 2:00 PM Mountain Time. Service-Disabled Veteran Owned Small Businesses receive a 3 percent scoring preference.
The scope requires facilitation of individual and group reflective consultation meetings addressing burnout, secondary trauma, and workplace challenges among twelve Care Navigators and team leaders who process referrals for children under age three potentially eligible for Early Intervention services under Part C. The vendor must demonstrate a minimum of five years of experience in reflective consultation or closely related fields and possess knowledge of the Early Intervention Part C Program and state agency operations. Preference will be given to vendors with prior experience working with state agencies.
The contract term extends from purchase order execution through June 30, 2027, with renewal options available for up to a maximum of five years contingent upon appropriated funding and satisfactory performance. No fixed budget amount is specified; cost-effectiveness and reasonableness of the proposed budget relative to scope are primary evaluation factors. Quotes are limited to five pages excluding required attachments and must include a completed Statement of Work template with measurable deliverables. Payment is fixed-price not to exceed the budgeted amount, invoiced monthly through the OnBase Invoice Submission Process.
Vendors must register with BidNet Direct, obtain CORE registration, secure a Unique Entity ID from SAM.gov, and maintain Secretary of State registration to conduct business in Colorado. Background checks will be required for personnel with direct contact with vulnerable persons. Awarded vendors must provide proof of appropriate insurance coverage prior to purchase order execution. Inquiries are due July 22, 2026 at 1:00 PM Mountain Time, with answers posted by July 24, 2026. No pre-bid conference is scheduled.
