About this opportunity

The City of Lubbock, Texas is requesting proposals for construction of the Reese Waterline Extension under RFP 26-19860-TF, with proposals due September 17, 2026 at 2:00 p.m. and a non-mandatory pre-proposal conference scheduled for September 8, 2026 at 10:00 a.m. via Zoom.

The scope requires furnishing all labor, materials, and work for waterline extension construction. Substantial completion is required within 365 consecutive calendar days from the Notice to Proceed, which will be issued 30 days following contract award. Site inspection is the offeror's responsibility. The contractor must comply with prevailing wage requirements under Texas Government Code Chapter 2258, obtain workers' compensation insurance with the City named as additional insured and waiver of subrogation, and secure a limited sales, excise and use tax permit for materials incorporation.

The estimated construction budget is $4 million. The successful contractor must furnish a performance bond and payment bond each equal to 100% of the total contract price (for contract price exceeding $100,000 and $50,000 respectively) and a proposal bond or certified check equal to 5% of the proposal amount.

Proposals will be evaluated using a weighted scoring system: 60 points for price, 30 points for contractor qualifications, and 10 points for construction time. Award will be based on best value considering all published selection criteria. Proposals may be submitted electronically through Bonfire or in hard copy to the Director of Purchasing and Contract Management. The City Council will consider proposals on October 13, 2026. Proposals will be publicly opened and read aloud at the City's Purchasing and Contract Management office.
