About this opportunity

Travis County Purchasing Office is requesting bids on recycling of scrap tires and rubber services under IFB No. 244-CM, with proposals due August 13, 2026. The scope encompasses bi-weekly collection and disposal of approximately 220,000 pounds of scrap tires annually generated from fleet operations and illegally dumped materials collected from county right-of-way, with service delivery between 8 a.m. and 2 p.m., Monday through Friday.

Service locations are Travis County East Service Center (6011 Blue Bluff Road, Austin, TX 78724) and West Service Center (4501 N Ranch Road 620, Austin, TX 78732), with the option to add additional locations by mutual agreement. The contractor must maintain TCEQ compliance by storing fewer than 500 tires on the ground and provide comprehensive monthly reporting including manifests, pickup dates, quantities, weights, and invoices. As-needed collections outside the bi-weekly schedule are required to maintain regulatory compliance.

The contract term is two years commencing upon award by Commissioners Court or August 31, 2026, whichever is later, with options to extend for two additional two-year periods and three additional one-month periods, not to exceed 75 months total. All bid prices must be fixed and firm for the contract duration, excluding federal and Texas sales, excise, and use taxes; pricing must include labor, materials, equipment, travel, and disposal costs.

Bidders must submit HUB Declaration, Ethics Disclosure, W-9 Form, and three business references demonstrating similar experience within the past two years. The contractor shall maintain workers' compensation ($500,000), commercial general liability ($500,000 per occurrence / $1,000,000 aggregate), and business automobile liability ($300,000), with Travis County named as additional insured. Environmental compliance includes immediate notification of TCEQ violations or enforcement actions. The county reserves the right to terminate for convenience with 30 days' notice or for default if performance requirements are not met within specified timeframes. Award will be made to the responsive and responsible bidder submitting the lowest compliant bid price.
