About this opportunity
The City of Alexandria, Virginia Transportation and Environmental Services (T&ES) is requesting proposals for recycling collection and processing services, with proposals due August 20, 2026 at 2:00 p.m. EDT. Proposers may bid on four separate scopes individually or in combination: residential collection (~20,844 customers), single-stream processing (~375 tons per month), combined collection and processing, and optional supplemental services at City facilities, schools, and public drop-off locations.
Scope 1 pricing is unit cost per household per month for weekly service. Scope 2 processing is priced per ton and tied to a commodity value index; the contractor receives payment or owes the City a rebate based on material market values. Scope 3 combines collection and processing costs. Scope 4 optional services are priced by container size (2, 4, 6, and 8 cubic yards). All pricing must be fully burdened, inclusive of labor, materials, equipment, transportation, overhead, inspections, and complaint investigations.
The contractor must operate RFID-equipped collection vehicles with GPS/AVL systems, utilize City-designated processing facilities within 35 miles of city limits, maintain adequate full-time dedicated supervision, and comply with all state and local regulatory requirements including environmental permits. Liquidated damages apply for missed collections ($10 per customer), spillage ($50 per incident), container delivery delays ($20 per container), RFID non-compliance ($100 per service day per vehicle), and lack of supervision ($100 per day).
The resulting contract has an initial two-year term with three optional one-year renewal periods, not to exceed five years total. The City reserves the right to award one or two contracts based on its best interests. The pre-proposal conference was held July 30, 2026 at 2:00 p.m. Questions were due August 6, 2026 at 5:00 p.m. EDT. Proposers must be licensed to do business in the Commonwealth of Virginia.
