About this opportunity

The Texas Department of Transportation (TxDOT) Austin District is requesting bids on recycling collection services under IFB 601320000071388, with responses due July 30, 2026 at 10:00 AM Central Time and questions due July 21, 2026. No pre-response conference is scheduled.

The scope covers weekly collection of commingled recyclables (paper, cardboard, plastic, aluminum, tin, glass, and cartons) from four Austin District locations: District Headquarters (4 six-cubic-yard containers), South Travis Area Engineer Office (1 container), North Austin Area Engineer Office (1 container), and Williamson County Area Engineer/Maintenance Office (1 container). The vendor must supply containers, perform all collection and transportation, and bear costs for labor, equipment, vehicles, fuel, and materials. Work hours are 8:00 AM to 5:00 PM, Monday through Friday, excluding state and federal holidays. The vendor must possess a minimum of two years' experience in recycling collection services within the past five years. All personnel operating vehicles must hold valid Texas driver licenses with no DUI or DWI incidents within three years and no more than two moving violations within three years. Work must commence within ten business days of written authorization, and TxDOT retains the right to add or delete facilities with ten calendar days' notice. A one-year performance warranty applies from acceptance of work.

The contract term extends from execution through August 31, 2030, with pricing submitted on a firm, fixed-price, all-inclusive basis covering shipping, handling, delivery, and fuel. Pricing must be submitted in Excel format for Contract Year 1 (September 1, 2026 through August 31, 2027), with respondents designating annual percentage increases for Years 2–4. Award will be made to the lowest-price vendor demonstrating ability to meet requirements under best-value criteria in Texas Government Code 2155.074, which may consider factors beyond price including delivery terms, vendor performance history, and financial capacity. No minimum quantities are guaranteed. TxDOT uses the Bonfire procurement platform; all solicitation updates, addenda, and questions and answers are posted at https://txdot.bonfirehub.com/. Vendors must be registered on the Texas Comptroller's Centralized Master Bidders List. The tentative award date is August 4, 2026. Commercial General Liability Insurance of not less than $600,000 per occurrence and Workers' Compensation Insurance with Waiver of Subrogation are required prior to work commencement. Texas Family Code certification regarding child support obligations is mandatory. No set-asides, performance bonds, or subcontracting plans apply.
