About this opportunity

The Minnesota Department of Administration's Real Estate and Construction Services (RECS) division is requesting proposals for special inspections and testing services for the new Minnesota State Patrol Headquarters in Roseville, under RECS Project #07XX0002, with proposals due September 2, 2026. A mandatory site visit is scheduled for August 20, 2026 at 2:00 p.m. at the project location (1500 Highway 36E, Roseville), with pre-registration required by August 19. Minnesota's Small Business Procurement Program encourages participation from SBE, MBE, WBE, service-disabled veteran-owned businesses, and vendors from economically disadvantaged counties; the State offers a 12% preference to certified Targeted Group and Economically Disadvantaged businesses and a 12% preference to certified veteran-owned small businesses.

The scope encompasses comprehensive special inspections and testing across multiple construction disciplines—cast-in-place concrete, precast concrete erection, unit masonry, structural steel, steel joists, steel decking, firestopping, and soil compaction—required by the 2020 Minnesota Building Code Chapter 17. The facility is a three-story structure of approximately 115,000 square feet. Inspectors must be Minnesota-registered Professional Engineers with a minimum five years of experience in inspection and design of similar structures. All work must be performed by one consultant without subconsultant involvement for basic services. Deliverables include five copies of test roll observations, pass/fail testing reports, correction implementation reports, and final result documentation distributed to the owner, structural engineer, construction manager, and architect.

The contract term runs from September 10, 2026, to September 9, 2028, with an option to extend an additional three years in increments determined by the State. Construction is tentatively scheduled to begin Fall 2026 and conclude Spring 2028. Compensation is structured as a lump-sum fee for all testing and special inspections, with hourly rates for additional services approved in writing by the State. Responder must hold professional liability insurance with minimum limits of $2,000,000 per claim and $2,000,000 annual aggregate. Questions are due August 25, 2026 by 3:00 p.m. CT, with answers provided by August 27. Proposals are evaluated on a 100-point scale: key personnel qualifications (20 points), work samples (20 points), approach and methodology (20 points), unique qualifications (10 points), and fee proposal (30 points).
