About this opportunity
SUNY Upstate Medical University is soliciting recruitment services to fill an Executive Director of Design & Construction vacancy under RFQ S-1613, a rolling-admission Request for Quote with no fixed deadline and a maximum contract value of $125,000.
This is a discretionary non-competitive procurement under New York State Education Law 355(5)(a), which permits awards to NYS small businesses certified under Article 15-A and Article 3 of the NYS Executive Law. The procurement is subject to NYS Finance Law 139-j and -k (Lobbying Law); vendors must contact only the designated Campus contact listed in the RFQ and avoid contact with other Upstate personnel, as violations may result in debarment from sales to any NYS agency.
The scope is executive search and placement services for a position reporting to the Assistant Vice President for Facilities and Planning. The role requires leadership and administrative oversight of design, construction, and facilities engineering departments for major capital projects and renovations. The position candidate must hold a bachelor's degree in architecture, engineering, or related field with seven years of relevant capital-project experience in an operating facility and thorough knowledge of New York State building codes; professional licensure as an architect or engineer in New York State is strongly preferred, as is a master's degree and hospital regulatory and accreditation experience.
Compensation is structured as a percentage of the placed candidate's first-year salary, payable only after the candidate completes pre-employment screening, onboarding, and ten workdays of active employment. The offeror must conduct a replacement search at no additional cost during the six-month guarantee period if the candidate underperforms or departs. Travel and lodging are reimbursable under New York State guidelines and GSA per diem (airfare limited to coach; expenses over $500 require advance approval). The combined fees and reimbursable expenses may not exceed $124,999.
Offerors must demonstrate at least five years of experience providing similar recruitment services, provide three current client references from organizations of comparable size and scope, and disclose any client-terminated contracts within the past five years with explanation of cause. Successful contractors must submit Vendor Responsibility documentation, Lobbying Law certification, and NYS Tax Law Section 5-a compliance.
