About this opportunity

The City of South Daytona is requesting proposals for professional engineering services for design and permitting of resiliency upgrades to Lift Station #2, with proposals due September 9, 2026 at 2:00 p.m. via the e-Procurement Portal. The project is funded exclusively through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program and is subject to 2 C.F.R. Part 200, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and the National Flood Insurance Act.

The scope encompasses evaluation of existing site conditions, structural and mechanical systems, and hydraulic capacity; design solutions to elevate the lift station's lowest finished floor and critical electrical components to a minimum of two feet above the applicable Base Flood Elevation; replacement of the existing 60-kW generator with a new 75-kW permanent generator; and design of submersible pumps with watertight seals. Design services must incorporate flood and wind resiliency measures consistent with 500-year storm events and comply with National Flood Insurance Program (NFIP) and ASCE 7 standards. The work includes seven project phases: project initiation, preliminary engineering, intermediate design, final design, permitting, bidding support, and optional engineering services during construction.

Respondents must be licensed to conduct business in Florida and provide a Sunbiz report showing active registration. A minimum of three verifiable references for similar work is required. All resulting design documents and records become the sole property of the City of South Daytona. If the contract amount exceeds $100,000, the successful bidder must execute performance and payment bonds equal to 100% of the contract price within ten days of award notice. All bid preparation expenses are the vendor's responsibility. Questions are due August 20, 2026 at 4:30 p.m. The selection committee meeting is tentatively scheduled for September 15, 2026, with staff recommendations to City Council on September 23, 2026.
