About this opportunity

The City of Seattle Department of Finance and Administrative Services is soliciting bids on the Seattle City Hall Plaza Waterproofing Replacement (PW#2025-029), a full plaza restoration at 600 4th Avenue, with bids due September 2, 2026, and mandatory pre-bid site inspections on July 28 and July 31, 2026. The project is subject to the City of Seattle's Community Workforce Agreement and Priority Hire requirements under SMC 20.37, and bidders must demonstrate women and minority-owned business enterprise (WMBE) participation with a minimum Inclusion Plan score of 10 points for responsiveness.

The scope includes waterproofing, concrete decking, sub-grade interior repairs, landscaping, and installation of one flagpole. This is a lump sum contract with contract time and liquidated damages provisions detailed in the Agreement Form. For projects estimated at $1 million or more, bidders must submit a Bidder/Subcontractor List identifying subcontractors for electrical and rebar installation work or confirming self-performance. The project is a covered project subject to Washington State prevailing wage requirements under RCW 39.04 and paid sick and safe time requirements under SMC 14.16 and RCW 49.46.

The A/E estimate is $6,864,865. Historical performance shows 10% WMBE utilization rates on comparable projects. Bidders must submit a 5% bid guaranty. Questions are due August 6, 2026. The apparent low bidder must submit a Supplemental Bidder Responsibility Criteria Form, evidence of insurance, executed Payment and Performance Bond, signed Agreement Form, and a completed Social Equity Plan within three business days of the Notice of Intent to Award.
