About this opportunity
The Washington Department of Enterprise Services is requesting sealed bids for hazardous materials abatement, roof waterproofing, sheet metal installation, cleaning, and joint sealant work on the O'Brien Legislative Building in Olympia under a rebid solicitation, with bids due July 23, 2026 at 1:00 p.m. and a pre-bid walkthrough scheduled for July 9, 2026 at 10:00 a.m. Voluntary numerical diversity goals of 12% MBE, 8% WBE, 5% SBE or PWSBE, and 5% Veterans participation have been established; achievement is encouraged but not mandatory for award.
The work is located at 504 15th Avenue SW on the historic masonry building and includes hazardous materials abatement — triggering required pollution liability insurance — along with roof-related waterproofing, sheet metal installation, and joint sealant installation. Substantial completion is required within 120 calendar days after Notice to Proceed, with final completion within 30 calendar days thereafter. Liquidated damages are assessed at $500 per consecutive calendar day of default after contract time expires.
The estimated bid cost range is $780,000 to $865,000. Prevailing wage requirements apply to this Thurston County public works project; bidders must verify current rates through the Department of Labor & Industries. Bid security of 5% of base bid is required. Contractors must demonstrate mandatory responsibility criteria including current licensure, business registration, industrial insurance compliance, and certification of non-violation of wage theft laws within three years. Supplemental responsibility criteria require successful completion of at least three similar projects of $500,000 or greater within the past ten years, with proposed project managers and superintendents meeting equivalent experience standards. Payment and performance bonds for 100% of the contract amount plus state sales tax using AIA form A312 are required. Contractors must register in the DES Diversity Compliance program (B2Gnow) for payment tracking. Washington State sales tax should not be included in bid amounts. Sealed bids are submitted electronically through the DES Public Procurement Portal, with a virtual public bid opening at approximately 1:30 p.m. via Microsoft Teams on July 23.
