About this opportunity

GoTriangle (Research Triangle Regional Public Transportation Authority) is requesting proposals for real property and right-of-way acquisition services across Durham, Orange, and Wake counties in North Carolina, with proposals due October 28, 2026 at 2:00 p.m. ET. All services must comply with Federal Transit Administration requirements, the Uniform Relocation and Real Property Acquisition Policies Act (49 CFR Part 24), FTA Circular 5010.1F, and North Carolina Relocation Assistance Act (N.C.G.S. 133-5 through 133-18) — regulatory compliance is a non-negotiable capability filter.

The scope encompasses full acquisition services for transit projects including bus stops, park-and-rides, and transit facilities: title reports and updates, appraisals and appraisal reviews, administrative offer summaries, legal descriptions, deed preparation, temporary construction easement procurement, condemnation support, relocation advisory services, and public outreach. Key personnel must demonstrate extensive experience with the Uniform Relocation Assistance and Real Property Acquisition Policies Act, 49 CFR Part 24, FTA Circular 5010.1F, North Carolina property acquisition regulations, and FTA projects.

The contract term is three years from execution with extension options available. Contractor pricing remains firm for the current contract term; price adjustments are permitted only upon renewal with sixty days' written notice and supporting documentation. Compensation is structured by project milestones, with payment due within thirty days of contractor invoice submission and written GoTriangle approval. Invoices must reference Contract Number 1012-27-082 and be submitted electronically to invoice@gotriangle.org. GoTriangle reserves the right to withhold payment for non-satisfaction, third-party claims, property damage, or persistent performance failure.

The contract is subject to disadvantaged business enterprise participation requirements and federal mandates including civil rights compliance, equal employment opportunity provisions, debarment policy, E-Verify, Iran Divestment Act certification, and Israel boycott certification. Proposals should be submitted via email to Tim Heule, Procurement Officer, at Theule@gotriangle.org. No pre-offer conference is scheduled.
