About this opportunity
The Virginia Department of General Services, Division of Real Estate Services, is soliciting proposals on behalf of the Department of Housing and Community Development for a commercial office lease of approximately 26,500 usable square feet in the Greater Richmond Area (City of Richmond, Chesterfield County, Henrico County, and Hanover County), with proposals due October 20, 2026 at 4:30 PM Eastern Time.
The lease term is 120 months with two five-year renewal options at 95 percent of prevailing market rate, not to exceed 102 percent of the then-current base rent. The tenant requires 215 parking spaces included in the rent and located in close proximity to the premises. The Commonwealth prefers a flat, full-service rental rate covering all operating expenses including property taxes, insurance, utilities, HVAC services, janitorial services, landscaping, and snow removal. Tenant improvements must be provided in turnkey condition with construction documents, competitive bidding, and construction management. The landlord must provide a refurbishment allowance for new carpet, flooring, and paint during renewal options. Occupancy should commence as soon as economically feasible with a Certificate of Occupancy.
The Commonwealth will evaluate proposals based on lease costs, location suitability, operational needs, and quality factors. The lease is subject to approval by the Governor of Virginia and availability of appropriated funding from the General Assembly. The lease does not involve security deposits, and rent is paid in arrears. A Commonwealth Substitute W-9 form must be completed for payment processing, and the lease must use the standard Commonwealth Deed of Lease form with no prohibited terms as listed in Exhibit A. Brokers' commission to Jones Lang LaSalle is four percent of gross lease revenue, paid 50 percent at lease execution and 50 percent upon occupancy. Proposals may be submitted via email, fax, mail, courier, or hand delivery to John Simmons at Jones Lang LaSalle Americas, Inc. (John.Simmons@jll.com, 804-396-0642).
