About this opportunity
The Virginia Department of Health is requesting proposals for a real estate lease of approximately 6,600 usable square feet of office space in Fredericksburg, Virginia, with proposals due September 10, 2026. The space must be located within the City of Fredericksburg, maintain a current certificate of occupancy, and be ready for possession no later than December 1, 2027, or as soon as economically feasible.
The Commonwealth seeks a 120-month initial lease term with two five-year renewal options at 95% of prevailing market rate, not to exceed 102% of the then-current base rent. The landlord must provide turnkey space with all tenant improvements, construction documents, and competitive bidding, plus a refurbishment allowance for new carpet, flooring, and paint. The lease rate is to be flat and full-service, with the tenant paying rent in arrears. The Commonwealth requires 60 parking spaces included in the rental rate and 5-day-per-week janitorial services.
Proposals may be submitted via email, fax, USPS mail, courier, or hand delivery and must be signed and complete. Landlords must complete a Commonwealth Substitute W-9 form to establish vendor status for payment processing. All leases must use the Commonwealth's standard Deed of Lease form, which includes prohibited terms protecting sovereign immunity and prohibiting certain landlord remedies, advance rent payments, and security interests. The Commonwealth may require environmental assessments, non-disturbance agreements, and a recorded memorandum of lease at its option, with recording costs paid by the Commonwealth. The lease is subject to approval by the Governor and General Assembly appropriations, and the Commonwealth reserves the right to reject any offer or cancel the solicitation.
JLL, contracted as the Commonwealth's real estate broker, will receive a 4% commission on gross revenue over the initial term, payable 50% at lease execution and 50% upon occupancy. Contact John Simmons at JLL: John.Simmons@jll.com or 804-396-0642.
