About this opportunity
The Virginia Department of General Services, Division of Real Estate Services, is requesting proposals for a commercial real estate lease on behalf of the Virginia Department of Motor Vehicles to operate a customer service center in Chesterfield County, with proposals due August 28, 2026 at 4:30 p.m. Eastern Time.
The DMV seeks approximately 8,900 usable square feet of retail space within Chesterfield County, with preference for the VA-10 corridor between VA-288 and US-1. The center will provide driver's license services, driver testing, identification, vehicle registration, vital records, and voter registration. The space must be easily identifiable, convenient to surrounding communities, and have public transportation available. Proposers must provide 107 dedicated parking spaces in close proximity to the premises, with all parking costs included in rent.
The initial lease term is 36 months with two optional five-year renewal periods at 95 percent of prevailing market rate, not to exceed 102 percent of the then-current base rent. Each renewal option must include refurbishment allowances for flooring and paint. The Commonwealth prefers flat, full-service rental rates with all operating expenses and parking included. Lease commencement must occur immediately or as soon as economically feasible.
The Commonwealth requires turnkey tenant improvement services, including space planning, construction documents, competitive bidding of improvements, and construction management. Additional requirements include janitorial services five days per week, internet service with adequate capacity, telecommunications infrastructure access including roof access for equipment, and interior and exterior signage rights. The Commonwealth will pay the cost of a test fit space plan (ranging from $450 to $1,350) if the proposal advances to finalist stage; the landlord bears all costs if no lease is executed. Jones Lang LaSalle Americas, Inc. will receive a four percent commission on gross lease revenue over the initial term, paid 50 percent at lease execution and 50 percent upon occupancy. The Commonwealth does not pay security deposits and pays rent in arrears. All leases must use the standard Commonwealth Deed of Lease form with prohibited terms outlined in the RFP exhibits. The lease is subject to Governor approval and appropriated funding by the General Assembly. Proposals may be submitted via email, fax, USPS mail, courier, or hand delivery to John Simmons at Jones Lang LaSalle Americas, Inc., 804-396-0642 or John.Simmons@jll.com.
