About this opportunity
The McKinney Housing Finance Corporation is requesting qualifications for real estate development services to develop 20 affordable attached single-family townhomes with two small pocket parks on a 3.6-acre property in McKinney, Texas, with qualifications due August 27, 2026. The issuing body prioritizes experience in permanent affordability mechanisms, specifically Community Land Trusts, as a decision-flipping capability filter.
The project site is located at the southwest corner of North Lake Forest Drive and Summit View Drive and is zoned Planned Development District, approved in 2025, permitting no more than 20 dwelling units. The affordability mix must range from 60 to 120 percent of Area Median Income. Developers must be solely responsible for securing all project financing; the MHFC has appropriated $1,000,000 from the City's General Fund to support CLT development efforts but does not fund the full development costs.
The MHFC intends to negotiate a Memorandum of Understanding with the selected developer and may negotiate with lower-ranked respondents if necessary. Qualifications submissions must not exceed 12 pages and must achieve a minimum evaluation score of 70 points out of a maximum 120 points to be eligible; finalist interview points contribute to the final score. Submissions must exclude pricing information; fees will be solicited from qualified firms at a later stage.
Selected developers must obtain and maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Workers' Compensation at statutory limits, Business Automobile Liability ($1,000,000 combined single limit), and Professional Liability Insurance ($1,000,000 each occurrence / $2,000,000 aggregate). Qualifications must be submitted electronically through the City's Bonfire procurement portal or by mail or hand delivery to City Hall. An interpretation deadline was July 28, 2026; no respondent's conference is anticipated.
