About this opportunity

The Minnesota Department of Transportation is requesting bids for replacement of one existing Man Lift Step Over bucket with a Step Through Bucket featuring a door on an Altec AT30 aerial lift, with responses due July 23, 2026 at 1:00 p.m. through the SWIFT Supplier Portal. Targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses certified by the State receive a 6 percent preference in scoring.

The scope comprises a single Step Through Bucket with door and insulation to prevent electrical conductivity, installed on Altec AT30 serial # 0318DC0987. Following installation, the contractor must perform aerial structural load tests and operational tests. The contractor must provide complete product documentation including sales literature, technical data, specifications, and user manuals, and may be required to provide samples or conduct demonstrations. Equipment must pass a Commercial Vehicle Inspection by a licensed Minnesota State Patrol Commercial Vehicle Inspector before payment is issued; if inspection fails, the contractor bears all pickup, delivery, repair, and modification costs to achieve compliance.

The contract runs from July 23, 2026, through January 31, 2027, or upon satisfactory completion of all obligations, whichever is later. Delivery is required to MnDOT's CS Fleet Receiving facility at 6000 Minnehaha Avenue, St. Paul, Minnesota 55111-4014, with a minimum 72-hour advance notice and within 90 days after receipt of order. Delivery cannot occur on state holidays, weekends, or after 3:00 p.m. on weekdays without prior approval. Pricing is FOB Destination, prepaid and allowed with freight included; contractors must not add sales tax, and equipment orientation costs must be included in the bid price. Responder offers remain firm for 180 days unless otherwise approved in writing. The contractor must obtain and maintain General/Garage Liability ($2 million per occurrence and annual aggregate), Workers' Compensation (statutory requirements), and Garagekeepers or Property of Others Insurance covering the actual cash value of equipment. Payment will be made within 30 days following receipt of an undisputed invoice. Questions are due July 20, 2026 at 2:00 p.m. to Greg Schultz, Transportation Acquisition Specialist. Distributor or manufacturer's representatives must provide authorization documentation from the Original Equipment Manufacturer or evidence of authorized distributor status.
