About this opportunity

The City of South Daytona, Florida is soliciting sealed bids for professional engineering services for the design and permitting of Lift Station 2 resiliency upgrades under this re-bid of 26-ITB-008, with bids due September 9, 2026 at 2:00 p.m. Bids may be submitted in paper form at City Hall or electronically via the City's e-Procurement Portal. This procurement is funded through the Hazard Mitigation Grant Program (HMGP) and is subject to FEMA procurement guidelines.

The scope requires the consultant to assess existing site conditions, structural and mechanical-electrical systems, and hydraulic capacity of Lift Station 2, then develop design solutions to elevate the station's lowest finished floor and all critical electrical and control components to a minimum of two feet above the applicable Base Flood Elevation. Design deliverables include replacement of the existing 1989-vintage 60-kW generator with a new 75-kW permanent generator (or other appropriately sized unit determined through engineering analysis), installation of submersible pumps with watertight seals, and associated mechanical, structural, and electrical modifications for full system integration. The design must incorporate flood and wind resiliency measures consistent with a 500-year storm event, comply with National Flood Insurance Program (NFIP) requirements, and meet wind load criteria in accordance with ASCE 7. The consultant must evaluate and identify a suitable generator location, whether elevated or relocated.

Attached documents include the standard agreement for services, bid forms (including vendor qualifications, professional references, subcontractor listing, anti-collusion and public entity crimes statements, and drug-free workplace preference certification), FEMA contract provisions and procurement guidelines, debarment certification, and community development block grant information. Submission requires compliance with FEMA procurement standards applicable to the grant funding source.
