About this opportunity

The City of Minneapolis, through the Minneapolis Parks and Recreation Board, is requesting bids for natural surface trail maintenance and construction at Theodore Wirth Regional Park and Brownie Lake Park under re-bid Event 4291, with bids due September 17, 2026, and a pre-bid meeting on September 8 at 1221 Theodore Wirth Parkway. Prevailing wage under Minneapolis Code Chapter 24 is mandatory; bids exceeding $50,000 must include a signed Responsible Contractor Verification and Certification of Compliance Form under Minnesota Statute 16C.285, subdivision 3, or face rejection.

Bidders must be current members of the Professional Trail Builders Association in good standing or provide three examples of completed sustainable trail projects within the past five years. The scope spans two funding-source parts: Part 1 covers approximately 900 linear feet of new trail construction in the Back 40 area of Theodore Wirth and general maintenance across both parks; Part 2 addresses approximately 500 linear feet of technical trail reconstruction at Brownie Lake. Work includes berm maintenance, Type A–D trail construction (classified by sideslope gradient and technique), rock garden trails, erosion control, and site protection. Construction techniques must comply with Minnesota DNR Trail Planning, Design, and Development Guidelines and International Mountain Bicycling Association standards. Allowable equipment is limited to hand tools or mechanized equipment not exceeding 60 inches in width. An experienced Field Construction Manager must be on-site throughout construction.

The bid is structured on a unit-price basis with final quantities determined in the field by the Owner's Representative. Project start is targeted for September 2026, with substantial completion required by December 2026 (additional time available for inclement weather upon written approval). A purchase order will be awarded to the lowest responsible responsive bidder. Bidders must submit three client references, identify a specific Construction Field Manager with contact information, and acknowledge receipt of all addenda and ability to meet the completion date. Bids must be submitted electronically through the City of Minneapolis eSupplier Portal by 2:00 p.m. local time. Questions are due by September 10, 2026, at 10:00 a.m. to Paul Kranz (paul.kranz@minneapolismn.gov). Addenda, if any, will post by September 15.
