About this opportunity

The South Carolina Department of Transportation is requesting bids for depth patch and intersection resurfacing services in District 6 (Beaufort, Berkeley, Charleston, Colleton, Dorchester, and Jasper Counties) under a three-year contract, with bids due October 22, 2026 at 11:00 AM and questions due October 19, 2026 at 12:00 PM.

This is an exempt solicitation under S.C. Code Section 11-35-710(1), and pricing preferences do not apply. The contract is structured as a one-year initial term with two optional one-year renewal periods.

The scope covers three types of services: 3-inch full depth patching, 6-inch full depth patching, and 2-inch variable milling and overlay, along with intersection resurfacing at multiple locations throughout the district. Work includes removal by milling or saw-cutting to specified depths, proof rolling of subgrade where necessary, and replacement with Intermediate Type C asphalt in accordance with 2025 SCDOT Standard Specifications. Mobilization, traffic control, pavement marking replacement, and all incidental work must be included in the bid price. Quantity for payment is measured in square yards for patching work and by each intersection for resurfacing. SCDOT does not guarantee minimum quantities per assignment but anticipates grouping assignments of approximately 500 square yards or greater when practicable. Work must be completed and invoiced within 90 days of purchase order receipt.

Pricing is submitted on a fixed unit price basis for each line item. Award will be made to the lowest responsive and responsible bidder based on total extended price across all line items for the three-year evaluation period. Estimated contract start is November 23, 2026 and end is November 22, 2029. The contractor must furnish a state vendor number, maintain Commercial General Liability insurance of at least $1 million per occurrence, Auto Liability coverage of $1 million per accident, and Worker's Compensation insurance with statutory limits. The contractor must notify SCDOT's Resident Maintenance Engineer 48 hours before commencing work and comply with all SC 811 utility locating requirements prior to excavation.
