About this opportunity

The City of Sacramento is soliciting bids for landscape maintenance services at the Railyards Streetscapes location, with proposals due October 6, 2026. The awardee must hold a State of California C27 landscape maintenance contractor license and have a minimum of two years' experience providing landscape maintenance for large-scale commercial and governmental agencies — a capability filter that narrows the bidding pool significantly.

The scope encompasses general horticultural maintenance, integrated pest management (IPM) services, manual and automatic irrigation operation, landscape cleanup, irrigation system repairs, and plant material replacement. No subcontracting of maintenance services or pesticide applications is permitted. The contractor must deploy a full-time management representative available during normal business hours and a field supervisor on-site during all work operations. At least one full-time employee must be qualified to work on irrigation systems, and at least one must hold a Qualified Applicators' License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner. Work is performed Monday through Friday, 7:30 a.m. to 4:00 p.m., with Primary Streets restricted to 8:30 a.m. to 3:30 p.m.

The City of Sacramento's Streetscape Maintenance section provides managerial oversight and conducts weekly inspections. Payment is contingent on acceptable performance — unsatisfactory work must be corrected within 48 hours, and two consecutive unsatisfactory ratings result in a deduction of two weeks' maintenance fees. A "Failure to Comply" rating permits contract termination or correction within 24 hours. The contractor bears all costs for safety equipment, traffic control, signage, insurance, bonding, and trash disposal and must comply with OSHA, CalOSHA, MUTCD, and Sacramento City Code requirements. The successful bidder must submit a proposed service schedule within fourteen days of contract award.
