About this opportunity
The Regional Transportation District (RTD), a political subdivision of the State of Colorado serving an eight-county region including Denver, is issuing a Request for Information (RFI) on rail infrastructure work, with RFI submittals due August 31, 2026 at 2:00 p.m. This is an information-gathering exercise — no contract will be awarded as a result — and responses must be submitted through RTD's online procurement portal using the required Respondent Questionnaire. RTD explicitly excludes design professionals and is not seeking design services.
RTD seeks input from contractors, manufacturers, and vendors with demonstrated expertise in full-depth track reconstruction, interim repairs, and modernization preparation of its light rail system while maintaining operational continuity. The work encompasses all RTD rail systems except the A, B, and G lines (maintained under long-term concessionaire agreement). The light rail system operates approximately 20 hours per day across 60.1 miles of track and 57 stations. Three potential reconstruction corridors have been identified: the Central Corridor (2.91 miles, from 7th and Colfax to I-25 and Broadway); the Southwest Curves (9 miles, from I-25 and Broadway to Littleton-Mineral Station); and the Central Platte Valley Curves (2.05 miles, from Auraria Parkway to 15th Street). Initial reconstruction work is expected to focus on segments of Lines D, E, H, and W based on asset age.
The Respondent Questionnaire requests detailed information on company capabilities in track work, grade crossings, traction power systems, overhead catenary systems, signaling, communications, and vehicle modifications, together with production capacity estimates for work windows ranging from four-hour overnight windows to fourteen-day full shutdowns. RTD solicits industry input on innovative acceleration strategies, service-disruption minimization, risk mitigation, and interim repair solutions.
RTD's schedule includes a non-mandatory Project Overview on August 10, 2026 at 11:00 a.m. via Microsoft Teams; inquiry period deadline August 17, 2026 at 2:00 p.m.; answers to questions due August 24, 2026 at 4:00 p.m.; and optional one-on-one remote meetings August 24–27, 2026 by mutual availability. RTD intends to fund the scope through its Asset Management Program capital project planning process. Responding does not constitute prequalification, and non-response will not affect subsequent solicitation eligibility.
Opportunity text
RTD plans to seek a contractor with demonstrated expertise from contractors, manufacturers, and vendors with demonstrated products, skills and expertise to conduct full-depth reconstruction, interim repairs (when necessary) and prepare for future modernization while keeping the existing system operational to the greatest extent possible. This RFI is NOT seeking to engage with design professionals. This RFI is being used to collect industry feedback regarding the general project approach and how the project schedule can be accelerated.
