About this opportunity
Helix Water District is requesting sealed bids for the R.M. Levy Water Treatment Plant Filter Rehabilitation Project at 9550 Lake Jennings Park Road, Lakeside, California, with bids due September 1, 2026 at 10:00 a.m., and a mandatory pre-bid conference on August 11, 2026 at 10:00 a.m. at the project site.
Bidders must hold a California Class A contractor license and have completed at least $20 million in construction volume on no more than three projects within the last seven years for public agencies, with those projects including water or wastewater treatment plant work involving filter underdrain and equipment installation performed directly by the contractor—not subcontractors. Bidders must self-perform a minimum of 50% of the work. The project is subject to prevailing wage requirements established by the San Diego County Director of the Department of Industrial Relations, and all contractors and subcontractors must maintain active registration with the Department of Industrial Relations throughout project duration. Bidders must comply with California Air Resources Board off-road diesel fleet regulations and provide valid Certificates of Reported Compliance.
The scope includes demolition of the existing filter underdrain system and installation of a new filter underdrain system with filter media, piping, and associated appurtenances; modifications to ancillary structures including access manways and concrete repairs; surface wash piping installation; and filter gullet and filter gallery access manways installation. Mobilization and demobilization are not to exceed 5% of total bid. A concrete repairs allowance of $50,000 is available on a time-and-materials basis.
Bidders must submit a bid bond equal to 10% of the total bid price, along with noncollusion declarations, Iran Contracting Act certifications, Public Works Contractor Registration certifications, workers' compensation certificates, and fleet compliance certifications. The successful bidder must furnish Faithful Performance and Labor and Material Payment Bonds each equal to 100% of the contract price from a California-admitted surety insurer and execute the contract within ten working days of Notice of Award. Bids are valid for 60 calendar days following bid opening. Contract documents are available electronically through Bidnet at http://www.bidnetdirect.com/california/helixwaterdistrict.
