The awarded consultant must maintain an office in the East Hartford area; travel costs between the town and the consultant's office are not reimbursable.

The scope encompasses maintenance, inspection, and improvements to the levee flood-protection system to comply with United States Army Corps of Engineers and Connecticut Department of Energy and Environment Protection requirements. The contract term is five years from the date of contract signing, with individual service requests authorized via task orders. The town reserves the right to reject any or all proposals and does not specify an estimated contract value.

Evaluation criteria are the consultant's demonstrated experience with similar assignments, adequate staffing and resources, understanding of required services, competitiveness of fees, and proposal completeness. Shortlisted firms may be invited to interviews with the selection committee.
