About this opportunity
The County of Orange, Public Works Department, is requesting qualifications to establish a Qualified Vendor List (QVL) for Architect-Engineer (A-E) and A-E-related services for County-wide and Orange County Flood Control District projects, with submissions due October 1, 2026, and the question period closing September 17. Placement on the QVL does not guarantee minimum dollar amount, specific work volume, or future contract awards; selected firms will be subject to Orange County Board of Supervisors approval for initial contract awards.
The scope encompasses feasibility studies, planning, design development, space programming, building assessments, construction administration, facility condition assessments, and project management services across maintenance and capital improvement projects. A-E services will be assigned through individual Contract Task Orders on a time-and-materials basis with no guaranteed minimum workload. Respondents must demonstrate three years of prior business operation in California, hold valid professional licenses in California relevant to their discipline, and possess documented experience conducting similar work in Southern California. All drawings must be prepared by California-licensed professionals and stamped accordingly. Specifications must follow Construction Specifications Institute Master Format, Divisions 02–48; the County provides Divisions 00 and 01 front-end documents. A-E firms must provide minimum three approved manufacturers for each specified item and ensure designs comply with County codes and applicable federal, state, and local regulations.
Contracts resulting from this QVL will have a maximum term of three years. Compensation is structured on time-and-materials hourly rates with no price increases permitted during the contract term; pricing is not required in the Statement of Qualifications submission but selected respondents must provide detailed cost schedules within ten business days of County request. Insurance requirements include $1,000,000 per occurrence for general liability, $1,000,000 combined single limit for auto liability, statutory workers' compensation, and $1,000,000 per claim for professional liability. Respondents must obtain a D-U-N-S number and Unique Entity Identifier prior to contract award and submit current insurance certificates, completed W-9 or W-8 forms, and a Campaign Contribution Disclosure Form. All responses must be submitted electronically through the County's eProcurement Portal.
Opportunity text
The County of Orange (County), consisting of 22 agencies and departments and the Orange County Flood Control District (District) deliver a broad range of services to the residents of Orange County. Services provided include public protection, public health, infrastructure maintenance, and community and social services. As the District relies on County staff to carry out its duties, the District will also be included as a party to any contract(s) resulting from this solicitation. It is the primary responsibility of the County's public works department (OC Public Works) to enrich the community through the efficient delivery and maintenance of public works infrastructure, planning, capital improvement, and development services.
OC Public Works intends to pre-qualify firms to provide Architect-Engineer (A-E) and A-E related services County-wide and District-wide for various maintenance and capital improvement projects. Through this Request for Qualifications (RFQ), the County will evaluate responding firms based on the qualifications and requirements established in this solicitation and will establish a Qualified Vendor List (QVL) consisting of firms determined to be qualified to perform the applicable A-E disciplines and services.
From the firms determined to be qualified and placed on the QVL, the County intends to select certain firms for initial contract awards, subject to approval by the Orange County Board of Supervisors, as applicable. Firms that are determined to be qualified but are not selected for an initial contract award will remain on the QVL and may be considered for future contracting opportunities during the effective period of the QVL, subject to County needs, available contracting capacity, applicable procurement requirements, and required approvals.
Placement on the QVL does not guarantee the award of a contract, task order, minimum dollar amount, or any specific volume of work. Likewise, the award of a contract does not guarantee that any particular amount of work will be assigned. The County reserves the right, at its sole discretion and in accordance with applicable County policies and procedures, to make multiple contract awards and to utilize qualified firms from the QVL as future needs arise.
Contracts awarded as a result of this RFQ process shall have a maximum term of three (3) years. At the conclusion of the applicable contract and/or QVL period, the County may issue a new solicitation to establish a new QVL and provide firms an opportunity to compete for future A-E services.
