About this opportunity
The Port of Port Townsend is requesting sealed bids for boat ramp replacement and marina facility improvements at Quilcene Herb Beck Marina, with bids due September 14, 2026. The engineer's estimate is $952,650.
The scope includes removal and disposal of the existing deteriorated concrete boat ramp, retaining wall, excavation spoils, creosote bollards, and miscellaneous debris; installation of a new boat ramp using precast concrete panels and cast-in-place concrete over geotextile fabric, quarry spalls, and crushed surfacing; installation of cast-in-place concrete access wedge, float landing, steel pipe piles, and steel frame floats for boarding and launching; and regrading of side slopes with riprap removal, stockpiling, geotextile placement, and riprap reinstatement to design grades. The bid package contains 17 line items with quantities specified in lump sums and unit measurements.
Registration as a plan holder with the Port of Port Townsend is required to submit a responsive bid. Contract documents are available electronically through the Port's Public Works project website. Bidders must provide a 5% bid guarantee (bid bond, cashier's check, or certified check) and list all subcontractors and suppliers responsible for 15% or more of the total contract amount. Award is based on lowest responsive, responsible bid evaluated against relevant experience in boat ramp construction, in-water construction, marine concrete construction, and pile installation; bidder responsibility factors under RCW 39.04.350; and compliance with supplemental responsibility criteria. Successful bidders must furnish performance and payment bonds equal to 100% of the contract sum. The contract includes state and local retail sales tax at 9.50% for Jefferson County. Disadvantaged, Minority, and Women's Business Enterprises are encouraged to respond. The Port reserves the right to negotiate base bid prices with the low responsive, responsible bidder to bring the final contract amount within available funds prior to award.
