About this opportunity
Public Utility District No. 1 of Snohomish County, Washington is requesting bids on complete demolition of a 6,000-square-foot office/warehouse building and carport at Halls Lake Switching Station under ITB 26-1699-KS, with bids due September 15, 2026. The scope includes all labor, equipment, materials, permits, licenses, inspections, and utility connection charges necessary for project completion. Hazardous-materials abatement—asbestos-containing insulation removal from approximately 5,500 square feet of concrete masonry unit walls and asbestos-containing roofing material abatement—is a central work component; all such work must be performed by workers and supervisors certified under Washington Department of Labor and Industries regulations.
The contractor must also remove and backfill building foundations, manage and dispose of all demolition debris, perform temporary erosion and sediment control, and comply with trench excavation safety systems. A Draft Waste Management Plan targeting at least fifty percent diversion of non-hazardous construction and demolition debris from landfills must be submitted within fourteen working days of the Notice to Proceed; seventy-five percent total diversion is targeted when practicable under RCW 39.04.135. Mobilization and demobilization costs shall not exceed ten percent of the total bid amount. The contractor must coordinate with separate contractors engaged by the district and maintain weekly construction meetings during Monday–Friday work hours, 6:00 a.m. to 6:00 p.m.
The district's environmental consultant, AECOM Technical Services, Inc., will conduct air monitoring and quality assurance testing for hazardous materials work. The contractor must submit copies of all waste transportation and disposal manifests, including signed landfill receipts and chain-of-custody documentation, prior to Final Completion. Unit price bid items cover temporary erosion and sediment control, trench excavation safety systems, general abatement and demolition work, and asbestos abatement work broken down by square footage of material type.
