About this opportunity
Palmdale Water District is soliciting bids for site characterization drilling in support of the Pure Water Antelope Valley (PWAV) project, with proposals due May 29, 2026. The work consists of drilling, constructing, developing, and testing one test well (TW-1) and one monitoring well (MW-1) to refine understanding of local aquifers and validate an existing groundwater model for regulatory compliance.
The PWAV project's primary objective is to develop a drought-resilient water supply for the Antelope Valley area through groundwater basin replenishment via injection of treated wastewater. The site characterization drilling program will characterize subsurface lithology and geochemistry, estimate full-scale injection capacity, and determine aquifer transport properties. The contractor must furnish all labor, equipment, materials, and forces necessary for well installation and testing.
The test well is designated as a deep well; the monitoring well is positioned hydraulically downgradient to support hydrogeologic characterization. Work is performed in Los Angeles County, California. The scope attachment is available as PWAV Site Characterization Drilling Program.pdf.
The source does not specify estimated contract value, contract term, evaluation criteria, incumbent contractor status, set-asides or preferences, pre-bid meeting dates, or a question-submission deadline.

Update #2 · Latest ·
The work to be performed under this Contract consists of furnishing all labor, equipment, materials, and forces necessary for the drilling, construction, development and testing of one (1) monitoring well, designated MW-1, one (1) full-scale injection well, designated IW-1, and one (1) municipal water supply well, designated Well 37. The monitoring and injection wells are part of a site characterization drilling program in support of the Palmdale Water District (PWD) Pure Water Antelope Valley (PWAV) project. The primary goal of the PWAV project is to develop a drought-resilient water supply for the Antelope Valley area through replenishment of the groundwater basin by injection of treated wastewater. The primary goal of the site characterization program is to refine understanding of area aquifers from which an existing groundwater model can be validated and refined to confirm regulatory compliance. Among other things, this proposed program will include installation and testing of an injection well and hydraulically downgradient monitoring well to better characterize the subsurface lithology and geochemistry, estimate potential full-scale injection capacity, and estimate aquifer transport properties.
