About this opportunity

The City of Fort Worth Water Department is requesting proposals to perform annual investigations of approximately one-third of the City's private fire service connections under RFP PW - RFP - Fire Line Inspections, with proposals due October 13, 2026. This procurement is exempt from the City's Small Business Program Ordinance under Texas Government Code Chapter 2254 professional services provisions.

The City maintains approximately 3,600 fire service connections and will investigate 1,150 to 1,200 annually on a three-year rotating cycle. Work scope includes leak detection, flow monitoring, visual inspection, and documentation of fire service systems to identify leakage, unauthorized water consumption, unauthorized connections, and system deficiencies. Investigations are conducted primarily from property exteriors without invasive methods. Vendors must deploy overnight monitoring devices for a minimum of seven days to determine water consumption patterns and provide detailed reporting on findings.

Minimum qualifications require five years of experience investigating commercial fire systems, demonstrated experience with leak detection and water loss investigations, three references from similarly-sized water utilities, and field personnel with a minimum of two years' experience in water loss investigations. Pricing proposals must include cost per standard fire line investigation (minimum 7 days), additional monitoring fees per day beyond 7 days, report and supplemental documentation fees, and hourly technician rates.

The contract term is one year from execution or upon expenditure of funding, whichever occurs first, with options for renewal for up to four additional one-year terms at the City's discretion. The City reserves the right to terminate any resulting contracts without penalty. Evaluation allocates 25 points to experience and qualifications, 25 points to technical approach and methodology, 15 points to equipment and technology, 15 points to reporting quality and data deliverables, and 20 points to cost proposal. Vendors must file a Texas conflict-of-interest questionnaire under Texas Local Government Code Chapter 176 no later than the seventh business day after becoming aware of disclosure-triggering facts or submitting application materials.
