About this opportunity

The Texas Department of Criminal Justice is requesting bids to establish a purchase order for pushbutton metering valves and pushrod button assemblies for the Clements Unit in Amarillo, Texas, with bids due July 23, 2026.

The scope covers pushbutton metering valves with brass construction, specified thread sizes, flow rates, and pressure ratings, along with pushrod button assemblies with defined dimensions and material requirements. Technical drawings and measurements are provided in the bid specification to ensure compatibility with existing facility systems.

The TDCJ evaluates bids on product compliance with specifications, pricing competitiveness, and vendor qualifications. The award may be made on the basis of low line-item response, low total cost, or any combination in the state's best interests. Firm pricing must remain valid for 30 days from submission. Delivery is F.O.B. destination with a 14-calendar-day default delivery period unless otherwise specified.

Respondents must obtain and maintain a Texas Identification Number and Federal Employer Identification Number prior to contract award. All statutory certifications are required, including E-Verify employment verification, debarment and suspension status confirmation, antitrust and boycott compliance, artificial intelligence disclosure, and prohibitions against discrimination and human trafficking. Vendor performance on purchases exceeding $25,000 will be tracked through the Vendor Performance Tracking System. The contract is subject to termination for non-appropriation or unavailability of funds without penalty to the TDCJ and may be terminated for convenience with 30 days' written notice. Payment terms comply with Texas Government Code Chapter 2251, and electronic funds transfer is strongly encouraged.
