About this opportunity

The Metropolitan Council is soliciting proposals for a push-button bus arrival annunciator system replacement project under Contract 26P137, with proposals due September 4, 2026 at 5:00 p.m., a mandatory site visit on August 6 at 9:00 a.m., and a pre-proposal meeting on July 24 at 10:00 a.m. via Microsoft Teams. The Council intends to award in two phases — Pilot Award and Implementation Award — with each phase potentially awarded to multiple vendors.

The scope addresses ADA compliance by replacing existing annunciator systems at transit stops and transit centers to deliver audible descriptions of next bus arrivals for vision-impaired riders and those preferring audio information over text displays. Services will be performed over a three-year period. No DBE or Metropolitan Council Underutilized Business goals have been established, though the Council encourages participation from minority, women, and small businesses.

All proposals must be submitted electronically through QuestCDN (eBidDoc Number 10282212) by registered Plan Holders; there is no charge for regular QuestCDN membership. Proposers must register at questcdn.com and input the eBidDoc number to access complete digital project documents. Technical submission issues should be directed to QuestCDN at 952-233-1632 or Support@questcdn.com. Written questions concerning RFP content are due August 12 at 10:00 a.m. and must be submitted to RFP Administrator Laron Weddington at laron.weddington@metc.state.mn.us. The mandatory site visit takes place at the Metropolitan Council's Fred T. Heywood Office in Minneapolis, Minnesota. Pilot Phase Award is anticipated in October 2026, with Implementation Phase Award following in October 2027.
