About this opportunity

The New York Department of Environmental Conservation is exercising discretionary purchasing authority under State Finance Law 163(6) to procure Prenfish (liquid Rotenone), a piscicide for non-native fish removal, with proposals or supporting information due September 17, 2026. This is a non-competitive procurement; DEC has not issued an open solicitation and invites interested vendors to submit capability information for consideration.

Prenfish is the only form of liquid Rotenone registered for use in New York State as a piscicide. Complete removal of non-native fish species from a waterbody is required to establish brood stock sources of round whitefish; alternative removal methods have been tested and found insufficient. Suppliers must hold pesticide licensing from DEC's Bureau of Pesticides.

Offerors must comply with DEC Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence. All correspondence and questions should be directed to DEC's primary contact.

Target Specialty Products, a Service-Disabled Veteran-Owned Business, has received an identical or substantially similar contract within the past five years. DEC maintains a 6% SDVOB goal and 30% Minority/Women Business Enterprise (MWBE) contracting goal for this procurement.
