New York State-certified MBEs, WBEs, and SDVOBs are encouraged to submit; BPCA has established participation goals of 30% for MWBE participation (15% MBE and 15% WBE) and 6% for SDVOB participation, though these are goals rather than set-asides.

The scope includes annual audits of BPCA's financial statements as of October 31, six-month reviews of interim financial statements as of April 30, issuance of audit reports and opinion letters, and advisory services on internal controls, compliance, IT observations, and accounting matters. Proposers must be lawfully authorized to conduct business in New York State, capable of providing services in New York City with in-person meeting attendance, and employ a Lead Engagement Partner who is a New York State-licensed Certified Public Accountant.

The initial contract term is three years with two optional one-year renewal periods at BPCA's discretion, with a contract start date of March 1, 2027. Cost proposals must provide fixed annual fees for audit and review services across fiscal years 2027 through 2031 (2030 and 2031 contingent on renewal) and all-inclusive hourly rates for ad hoc consulting services by professional title (Partner, Manager, Supervisor, Staff Auditor). Insurance requirements include Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million), Professional Liability/Errors & Omissions ($2 million per claim), and Data Breach and Privacy/Cyber Liability ($1 million per claim).

Technical evaluation weights relevant experience and BPCA knowledge (40%), firm resources and staff quality (40%), approach to work and responsiveness (10%), and diversity practices (10%). The contract will be awarded to the highest-rated technically responsive proposer whose cost proposal provides best value. A Restricted Period applies: proposers may contact only designated BPCA contacts during solicitation through contract approval; all other contact with governmental entities to influence procurement decisions will be recorded and may affect responsibility determinations.
