About this opportunity
The City of Jacksonville, Florida is issuing a single-source purchase order for PTS Tracker 2.0 Software with a proposal due date of August 25, 2026 and a contract period of October 1, 2026 through September 30, 2027. This is a non-competitive procurement — the City has determined Tracker 2.0 to be the sole source meeting its operational requirements.
Tracker 2.0 is a case management software platform designed to serve probation services, pretrial services, and reentry services within the Duval County criminal justice system. The platform provides integrated case management accessible across pre- and post-trial phases to all criminal justice departments through a single interface; direct text messaging to offenders with automatic case file documentation; combined mobile payment and reporting capabilities accessible via smartphones, tablets, and computers; and 24/7 transparency for court-approved officials to monitor offender data, financial activity, and collection information. The software includes an optional artificial intelligence courtroom intake feature launching in 2026 designed to reduce case intake processing time to approximately 90 seconds by scanning driver licenses and sentencing documents directly into the system and automatically generating case files and sending appointment information to offenders. Tracker 2.0 is already integrated into the Duval County Court probation services through the current provider, Probation Programs Services (PPS), which states it can rapidly assume additional caseloads using the existing infrastructure.
Delivery is to 451 Catherine Street, Jacksonville, Florida 32202. The solicitation opened August 11, 2026 at 3:09 PM Eastern Standard Time. Interested suppliers should contact buyer Olive Wallace Cohen at owcohen@coj.net for pricing terms, technical specifications, and submission requirements. Protest procedures effective July 1, 2024 apply; protests must be filed within ten business days of solicitation posting with the Chief of Procurement at dustinf@coj.net or in person at 214 N. Hogan Street, 8th Floor, Jacksonville, Florida 32202.
