About this opportunity
The Pennsylvania State Police on behalf of the Commonwealth of Pennsylvania is requesting proposals for development and administration of promotion examinations for Corporal and Sergeant ranks under RFP No. 6100066384, with proposals due September 30, 2026 at 4:00 p.m. electronically through the JAGGAER portal. Questions are due September 9, 2026. A Small Diverse Business Participation component weighted at 20 percent applies; offerors must perform at least 50 percent of total contract value in-house and commit significant subcontracting to Small Diverse Businesses equal to at least 5 percent of total contract value to receive participation points.
The scope encompasses job analysis, written and oral examination design, statewide administration at a minimum of eight written and four oral examination sites, candidate preparation guides, scoring, feedback reports, and candidate consultation. Examination cycles are tentatively scheduled for September through October/November 2027 and September through October/November 2029, with approximately 2,800 eligible Troopers competing for Corporal positions and 875 Corporals competing for Sergeant positions. The contractor bears all examination facility costs, lodging for administrative staff and assessors, examination materials, assessor training, and production of candidate materials. Pennsylvania State Police will provide oral assessors (Sergeants and Lieutenants), up to three administrative support staff per site, meeting space, subject matter experts, and travel/subsistence for PSP personnel only. Proposals must address legal defensibility under EEOC Uniform Guidelines on Employee Selection, assessment tool validity, emergency preparedness and continuity of operations, and financial capability. All assessment instruments become PSP property; the selected contractor must provide consultation and litigation testimony if required.
The contract is a firm fixed-price agreement with a four-year term. Evaluation is weighted 65 percent technical and 35 percent cost, with up to 3 percent bonus points for domestic workforce utilization. Offerors must achieve a technical score of at least 75 percent of available points to be considered responsible. Proposals must remain valid for 120 days or until contract execution. The sole point of contact is Kelley J. Reese (kelreese@pa.gov).
