About this opportunity

The Pennsylvania Department of General Services Bureau of Real Estate is soliciting proposals for a 15-year lease of office, warehouse, and hangar space in Chester County to be used by the Pennsylvania State Police, with proposals due August 7, 2026 at 3:00 PM. Proposers must submit two separate proposals: one for a full-service lease and one for water and sewer only.

The facility must comprise 17,074 usable square feet with parking for 109 vehicles (including 2 ADA-compliant and 1 van-accessible space) and 32 secure spaces in an impound lot. An outdoor shooting range is required unless prohibited by local municipality. The facility must hold a Certificate of Occupancy and comply with all applicable regulatory requirements, including flood plain disclosures and site plans. If construction or substantial rehabilitation exceeds $25,000, prevailing wage requirements apply.

The lessor must maintain comprehensive insurance including workers' compensation, general liability at $500,000 per person and $2,000,000 per occurrence, builders risk during construction, and property coverage to full replacement cost. The lessor bears all real estate taxes and must cure defects within 30 days or face liquidated damages of 1% of first-year annual rent per day of non-compliance.

The Commonwealth encourages participation by Small Diverse Businesses and Small Businesses as lessors or subcontractors, with commitments becoming contractual obligations upon lease execution. The Commonwealth retains broad termination rights, including termination for convenience after 50% of the initial term with six months' notice and payment of three months' base rent as an early termination fee. The lease incorporates the Commonwealth's standard terms and conditions addressing construction specifications, building requirements, maintenance, and operational expectations.

Proposers must submit comprehensive documentation including GSRE forms (GSRE-19, GSRE-6, GSRE-42M, and GSRE-61 if applicable), proof of site control, construction schedules, site plans, elevations, and photographs. Proposals must be submitted electronically to RA-DGSLeasingSFPResponse@pa.gov.
