About this opportunity
The Alabama Department of Veterans Affairs is requesting proposals for a comprehensive Healthcare Needs Feasibility Study for Veterans, with proposals due November 5, 2026 at 4:30 PM CT and questions due October 16, 2026 at 5:00 PM CT.
The scope spans two phases: Part I collects demographic data on Alabama's estimated 375,000 veterans, analyzes current service adequacy, identifies service gaps, and ranks geographic areas for potential facility development; Part II assesses resource availability, estimates construction and equipment costs, evaluates workforce requirements, and develops a five-year operational budget. The feasibility study will inform capital planning decisions, including potential construction of additional State Veterans Homes, renovations to existing facilities, and specialized care provisions for veterans with Dementia/Alzheimer's disease and Women Veterans. ADVA anticipates core study completion within four to six months.
Proposing firms must demonstrate a minimum of three years of relevant experience conducting feasibility studies, healthcare needs assessments, long-range care studies, demographic or demand forecasting, facility planning, or healthcare construction analysis. Firms or project teams must also demonstrate experience with the U.S. Department of Veterans Affairs State Home Construction Grant Program, federal requirements applicable to State Veterans Homes, and Certificate of Need processes, whether in Alabama or other U.S. jurisdictions.
The contract term is anticipated to be twenty-four months from the effective date with no renewal option. All proposed work must comply with Build America-Buy America standards and Davis-Bacon Act requirements.
Evaluation allocates 100 points across nine criteria: cost and value (20 points), Part I methodology (15 points), Part II methodology (10 points), relevant firm experience, VA State Home grant experience, project management, and deliverable quality (remaining points). ADVA may request oral presentations, interviews, or Best and Final Offers following initial proposal evaluation. Suppliers must be registered in Alabama Buys prior to submission and comply with E-Verify program enrollment and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Submit proposals through Alabama Buys to kim.justice@va.alabama.gov or the designated contact.
