About this opportunity

The Missouri Department of Mental Health, Division of Developmental Disabilities, is requesting sealed bids for Provider Review and Reporting Services under IFB DMH 0000000034SL, with bids due September 30, 2026 at 2:00 p.m. CDT. Bidders must be certified as a Quality Improvement Organization (QIO) or QIO-like entity by the Centers for Medicare and Medicaid Services—a mandatory eligibility filter.

The scope encompasses compliance reviews, mortality reviews, and due-process committee coordination for approximately 406 developmental disabilities service providers and 63 Targeted Case Management entities serving 18,040 individuals in Home and Community-Based Services waivers. Deliverables include an estimated 205 Provider of Service Compliance Reviews in FY 2027 (declining to 190 in FY 2028 and 130 in FY 2029), approximately 135–146 clinical mortality reviews annually, 63 Targeted Case Management Reviews annually, minimum 12 Behavior Support Review Committee facilitation events monthly, and approximately 3,368 due-process reviews annually. Required personnel include bachelor's-degree staff for compliance reviews and due-process facilitation, registered nurses for mortality reviews, and licensed behavior analysts or licensed psychologists with applied behavior analysis training for behavior support committee work. Contractors must complete FBI and Missouri Family Care Registry background screenings, maintain E-Verify enrollment, and comply with HIPAA through a Business Associate Agreement. Integration with Department systems (CIMOR, IQMFD, Electronic Mortality Review system) is required, along with quarterly or more frequent coordination with Department representatives and ten-year record retention post-contract.

The initial contract term runs one year from award, with the Department retaining the right to renew for three additional one-year periods. The contract utilizes federal Medicaid funding; contractors expending $1,000,000 or more annually in federal grant funds must comply with 2 CFR 200. Questions are due no later than ten calendar days prior to bid opening. Award will be determined using multiattribute scoring methodology.
