About this opportunity
The Downtown Investment Authority is requesting proposals for high-fidelity, photo-accurate 3D building mesh models and digital twin services for a select downtown Jacksonville area, with proposals due August 31, 2026 at 4:00 PM EST and a questions cutoff of August 17.
Contractors must meet mandatory minimum requirements: delivery of at least two Digital Twin products for areas greater than one square mile within the last three calendar years, two customer references, and demonstration of a 3D Digital Twin deliverable for a governmental entity. A Jacksonville Small and Emerging Business (JSEB) participation preference applies under the evaluation criteria.
The scope requires 3D mesh models with approximately 20 centimeters geometric accuracy, digital terrain models, orthorectified ground tiles, and photo-accurate mapping suitable for GIS integration and classified for object-based geometry. Deliverables must be provided in multiple standard formats: Multipatch 3D shapefile, File Geodatabase, FLT, OBJ, CityGML, glTF, and 3D Tiles. The output will support a Level of Detail (LOD) 3 Digital Twin model for redevelopment evaluation, development proposal visualization, and public-realm analysis.
The contract term is six months with three optional six-month renewal periods, subject to approval by both the supplier and the City of Jacksonville. No federal funding applies.
Evaluation uses a 100-point multiattribute scoring system: 3D modeling accuracy and technical capability (20 points), organizational capacity and project management (15 points), GIS and Digital Twin platform experience (15 points), cost proposal (15 points), data security and compliance (10 points), format compatibility and data deliverables (10 points), past performance on similar projects (10 points), and JSEB participation (5 points). Lowest cost will not automatically receive the highest score. Responses are limited to 30 single-sided pages excluding appendices. All responses become property of the City of Jacksonville. The Downtown Investment Authority ("DIA") seeks proposals from qualified vendors to acquire a high fidelity, photo-accurate and geospatially accurate 3D city model of a select area of the City. The purpose of this effort is to support the development of a Level of Detail (LOD) 3, 3D Digital Twin model that serves as a practical planning and implementation tool to support redevelopment evaluation within the Downtown Overlay. The intent of this solicitation is to deliver 3D mesh models of buildings accurately located and spatially correct, and 2D images required to support a Level of Detail (LOD) 3 functional Digital Twin model that serves as a planning and implementation tool for DIA staff and development partners. The 3D building mesh models are a key visual component of a 3D digital twin. The LOD 3 digital twin model shall support evaluation of redevelopment scenarios, visualization of development proposals, and analysis of the relationship between private development and the public realm.
