About this opportunity
Jefferson Parish is soliciting Statements of Qualifications from SAMHSA-certified and CAP-FUDT-certified laboratories to perform specimen collection and testing of forensic samples for employees and prospective employees, with proposals due November 10, 2026 at 3:30 p.m. Vendors must maintain an office or practice location on either the East Bank or West Bank of Jefferson Parish — a geographic eligibility requirement.
The scope covers specimen collection and drug and alcohol testing of forensic samples according to the Department of Health and Human Services Mandatory Guidelines for Federal Workplace Drug Testing Programs. Minimum qualifications require SAMHSA and/or CAP-FUDT certification and demonstrated experience with large employee populations.
The Parish may award contracts to one or more vendors. Evaluation of proposals uses four criteria, each weighted at 25 points: demonstrated ability to serve large employee populations (preferably 2,000 or more) with relevant court experience and references; staff qualifications including educational background, professional licenses, and curriculum vitae; understanding of project scope and nature; and cost of services, including fees for on-premises and off-premises testing and expert witness testimony by laboratory directors, toxicologists, and technicians.
Upon contract approval, vendors must provide affidavits and Certificates of Insurance. All proposals must be submitted electronically through the Parish's eProcurement portal at www.jeffparish.gov/supplier using the Jefferson Parish General Professional Services Questionnaire and Human Resource Management Questionnaire, with all subcontractors listed and required documentation provided. The solicitation was advertised in The New Orleans Advocate on October 7, 14, and 21, 2026. Disputes or protests shall be brought before the 24th Judicial Court per Jefferson Parish Code of Ordinances Section 2-932.
