About this opportunity
The City of Baltimore Office of Engineering and Construction is requesting proposals from qualified engineering firms to provide on-call project and construction management assistance services under RFP 1424, with submissions due January 9, 2026 and a four-year initial contract term. The City intends to select five firms and will impose MBE and WBE goals of 30 percent and 15 percent, respectively; all MBE and WBE participation must be certified by the Mayor's Office of Small and Minority Business Advocacy & Development and identified in the SF 255.
The scope includes construction monitoring and inspection, daily reporting, project record maintenance, contractor payment application reviews, progress meeting attendance, record drawing and submittal reviews, RFI reviews, scheduling, estimating, constructability analysis, and construction contract administrative support on water, wastewater, and stormwater capital improvement projects. Required personnel include Public Works Inspectors I, II, and III with three to five years of experience; Engineers I and II with Bachelor of Science degrees; a Construction Project Supervisor I with a bachelor's degree and three years of relevant experience; and a CPM Scheduler with a college degree and five years of construction experience. All inspection and supervisory personnel must demonstrate proficiency in Oracle Unifier; the CPM Scheduler must be proficient in Primavera P6.
Each of the five selected firms will receive $3 million for the four-year initial term, with an option for a two-year extension at $1.5 million per firm. Evaluation criteria emphasize prior experience with the City of Baltimore or similar public entities on capital improvement projects, standard construction inspection procedures, Oracle Unifier and P6 software experience, and overall team approach with MBE/WBE participation. All submitting firms must be prequalified by the Office of Boards and Commissions prior to submission, comply with the Local Hiring Law, and provide professional liability, auto liability, general liability, and workers' compensation insurance. Submissions must include an original SF 255 and five copies delivered to 4 South Frederick Street, Baltimore, Maryland 21202 by noon on January 9, 2026.
