About this opportunity

The City of Davis, California is soliciting qualifications for a progressive design-build project to construct a 0.5 million-gallon elevated water tank and upsize six distribution pipeline segments, with Statement of Qualifications due October 5, 2026 and a mandatory virtual pre-SOQ meeting on September 1, 2026.

Design-build firms and teams must be appropriately licensed and registered in California for architectural, engineering, and construction services to be eligible. Prequalification through this RFQ is mandatory; only qualified firms will be invited to submit proposals in the subsequent RFP phase.

The project addresses operational resiliency in the City of Davis water system by replacing the existing elevated tank, which has reached the end of its useful life and does not meet current seismic design standards. The new 0.5 million-gallon tank will reduce pressure fluctuations, decrease well cycling frequency, and provide a larger operational buffer when UC Davis starts and stops taking water. The scope includes upsizing six undersized distribution pipeline segments from 10 inches to 16 inches as identified in Brown & Caldwell's 2023 Water System Optimization Plan to improve hydraulic performance and address fire flow deficiencies. The project also includes a control room, offices, restroom, server room, new electrical service with backup power, and new tank connections. Place of performance is the city-owned Parks & Community Services Corp Yard at 1818 5th Street, Davis.

The anticipated timeline includes RFP issuance on October 15, 2026, proposal submission on December 16, 2026, interviews on January 7, 2027, selection announcement on January 11, 2027, and City Council approval to award on February 2, 2027, with preconstruction notice to proceed on February 17, 2027. Questions must be submitted in writing to Brian Wiese at Bwiese@cityofdavis.org by September 15, 2026 at 5:00 p.m. Hardcopy Statement of Qualifications must be delivered to the City Clerk's office at 23 Russell Boulevard, Suite 1, Davis, California 95616; no electronic submissions or late submittals are accepted. The project requires compliance with prevailing wage standards at the work location.

Opportunity text

Scope of Services: The primary objective of the Project is to provide the City of Davis with operational resiliency within their water system. The City of Davis desires an elevated tank system that can provide sufficient capacity and include a control strategy to account for downtime or drops in pressure due to power outages or severe loss of communications. Installing a larger elevated tank volume will improve system operations by limiting pressure fluctuations, requiring less frequent operation/cycling of the wells, and providing a larger buffer for the system when UC Davis starts and stops taking water. In addition to the elevated tank, the City of Davis would like to upsize six (6) undersized distribution pipeline segments identified by Brown & Caldwells (B & C) 2023 Water System Optimization Plan which will improve hydraulic performance and address significant head loss and fire flow deficiencies.
