The facility must maintain full operational continuity throughout construction and comply with Essential Services Buildings Seismic Safety Act requirements. The project timeline includes Phase 1 (design and preconstruction services) followed by Phase 2 (GMP approval and construction execution).

The expected cost range is $45 million to $50 million. SOQs must not exceed 30 pages and address qualification and experience, key personnel, project work plan approach, and progressive design-build experience. Evaluation is scored on 14 criteria totaling 600 points for written responses plus up to 400 points for interviews. Interviews are tentatively scheduled for September 1, 2026. Respondents must submit electronically via the County's eProcurement Portal and acknowledge receipt of all addenda.
