About this opportunity
Capital Region Water (CRW) is requesting proposals from professional engineering consultant firms for the Progress Avenue Water Main Extension Project design services, with proposals due October 28, 2026 at 4:00 PM EST and questions due October 21, 2026 at 4:00 PM EST.
The project, located in Susquehanna Township on Progress Avenue between Park Road and Green Hill Road in Dauphin County, Pennsylvania, involves design and permitting for 1,100 linear feet of new 10-inch diameter water main installation, approximately 8 gate valves, 3 fire hydrants, and 19 service lines to the public right-of-way with associated appurtenances and reconnections. The scope encompasses survey, design, traffic control and detour plans, permitting, and preparation of bidding documents; construction phase services are excluded. Proposers must include project milestones with calendar dates for survey completion, design phases at 60%, 90%, and 100%, final bid-ready documents, and permit applications. The project is funded by a Pennsylvania Small Water and Sewer grant of $500,000 from the Department of Community & Economic Development, with grant requirements to be incorporated into project documents.
Pricing shall be submitted as a time and materials Not-to-Exceed project fee with detailed labor breakdown by task and billing rates. Utility location services with five vacuum-excavation test pits to identify utility conflicts must be identified as a separate line item. Standard EJCDC Contract Documents (v. 2018) and technical specifications will form the basis for the project manual.
Evaluation criteria are weighted as follows: vision and understanding (20%), experience and qualifications (30%), project team and project management (20%), understanding of local issues (10%), overall proposal quality (5%), and overall time and materials Not-to-Exceed cost (15%). The CRW Board will make the award decision on November 24, 2026, with a Notice to Proceed anticipated November 30, 2026. All proposals must acknowledge issued addenda and remain effective for 60 days following submission.
