About this opportunity
The Minnesota Department of Health is entering a single-source agreement with College of American Pathologists for Proficiency Testing panels, with a notification deadline of October 8, 2026 at 10:00 a.m. Central Time for any concerns regarding the single-source designation.
Participation in the PT program is mandatory under 42 CFR 493.801 to maintain CLIA certification for the Public Health Laboratory's testing operations and patient specimen reporting. CAP is the sole source because the specific PT materials and panel compositions required by PHL are available only through CAP under CMS-approved provider criteria; the Centers for Medicare and Medicaid Services lists CAP as the only approved PT provider for 2027 that meets PHL's specific test offerings and validated sample types.
The scope includes proficiency testing panels tailored to PHL's test menu; the specific panels and their composition are documented in an attachment within the Minnesota Supplier Portal. Contract value and term are not disclosed in this notification. This is not an RFB or RFP; no solicitation documents are available for download. Interested parties with concerns about the single-source justification must contact Seth Rasmussen at seth.rasmussen@state.mn.us by the October 8 deadline, include the reference number and posting title in the subject line, or call the HelpLine at 651.296.2600 (MN Relay: 711 or 1.800.627.3529) or fax 651.297.3996.
Opportunity text
This is a single source posting notification; there are no solicitation documents for download. Note this posting is not a Request for Bid (RFB) or Request for Proposal (RFP). The Minnesota Department of Health intends to enter an agreement with College of American Pathologists, for the purchase of Proficiency Testing (PT) panels. Participation in PT program is mandatory per 42 CFR 493.801 in order to keep our CLIA certification to continue testing and sending out results on patient specimens. This has been deemed a single source, as The PHL participates in a proficiency testing program in accordance with CMS. The proficiency testing materials listed on the attachment are only available through the CAP based on the PHL test offering and validated sample types. The Centers for Medicare and Medicaid website has a list of all approved PT providers for 2027 with product offering, and only College of American Pathologists is approved, and CAP is the only provider that meets the specific needs for the PT materials being ordered, either because the entirety of the panel is unique to CAP or because the panel composition meets PHL's specific needs. If there are any concerns regarding this single source opportunity, contact Seth Rasmussen at seth.rasmussen@state.mn.us by October 08, 2026, at 10:00 AM Central Time. Include the reference number and title of the posting in the subject line.
