Deliverables include Pavement Condition Index analysis, GIS-compatible datasets, maintenance and rehabilitation strategies, and a five- to ten-year pavement rehabilitation plan. Project responsibilities span initiation, research, field surveys, and data management and integration.

Insurance requirements are Workers' Compensation ($1 million), Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($1 million per occurrence / $2 million aggregate), and Automobile Liability ($1 million combined single limit).

Evaluation criteria allocate up to 35 points for technical approach, 25 points for specialized experience, 20 points for schedule, 75 points for DBE compliance, and up to 30 bonus points for Mentor-Protege Program participation. Questions are due August 4, 2026. A pre-submittal teleconference is scheduled for July 30, 2026 at 1:00 p.m. CST. Selection committee evaluation is anticipated on or about August 25, 2026, with award notification within one to two business days thereafter.
