About this opportunity

The City of Modesto, California is requesting qualifications for professional land surveying and map checking services on an on-call basis, with statements due July 24, 2026 at 11:00 a.m. through the OpenGov Procurement portal. The City prioritizes local firms where qualifications and experience are satisfactory and all other factors are equal; subconsultant location will also be considered under this policy.

The scope encompasses GPS control surveys, boundary and right-of-way surveys, records of survey and parcel maps, topographic and base mapping, construction staking, aerial and Lidar mapping, and monument preservation for capital improvement projects including pipelines, roadways, storm drain systems, sanitary sewer lift stations, water well pump stations, water storage tanks, drainage basins, buildings, and wastewater treatment facilities. All surveying work must be performed by or under the direction of a person authorized to practice land surveying in California. CAD deliverables must be submitted in AutoCAD Civil 3D 2018 or newer format.

The City anticipates selecting three consultants to enter into multi-year as-needed agreements with a combined annual not-to-exceed amount of $150,000 across all three. Compensation is time and materials at hourly rates to be provided in each firm's fee schedule. Professional liability insurance of at least $2 million per occurrence, along with commercial general liability, automobile liability, and workers' compensation coverage, is required. Selected consultants must comply with prevailing wage requirements if performing public works under California Labor Code Section 1720(a).

Consultants must obtain a City of Modesto business license and file a Statement of Economic Interest Form 700. Requests for clarification are due July 10, 2026 at 3:00 p.m. Interviews are anticipated in August 2026, with City Council approval expected in September 2026. The RFQ does not commit the City to award a contract or guarantee any agreement will be approved.
