About this opportunity
The Public Works Department of the Seminole Tribe of Florida is soliciting Statements of Qualifications for professional engineering services on an as-needed, tribal-wide basis, with submissions due August 7, 2026 at 3:00 p.m. This is an RFQ to establish a pre-qualified consultants list rather than a single contract award. A Seminole Tribal Member or STOFI-owned business preference provides an additional five percentage points to final scores for applicable solicitations.
Services span the six Florida reservations (Big Cypress, Brighton, Hollywood, Immokalee, Tampa, and Fort Pierce) and include engineering scope, deliverables, and scheduling as detailed in Exhibits A-1 through A-3. Consultants must adhere to Tribe standards and details where applicable. Fees are structured as a Basic Services Fee (Exhibit C-1), Detailed Estimate (Exhibit C-2), and rates for additional services (Exhibit D). The Tribe may negotiate all terms and pricing.
Minimum qualifications include a current professional engineering license, a minimum of ten years of experience in similar services, adequate insurance, and demonstrated financial and technical capability. Respondents must be the prime consultant and disclose proposed subconsultants for Tribe approval in advance.
Evaluation criteria total 25 points: minimum qualifications (7 points), past experience with similar contracts (5 points), past performance (4 points), team member qualifications (4 points), staffing availability and ability to meet timelines (3 points), and subconsultant utilization (2 points). The Tribe reserves the right to award multiple vendors, split awards by category or location, reject any submission, and rescind awards if vendors prove inflexible in contract negotiations. Selected vendors may be required to participate in presentations, with costs borne by respondents. All selected vendors must complete the Tribe's vendor registration and application process before contract execution. Questions are due July 31, 2026 at 3:00 p.m. Submissions are made electronically through BidNet Direct.
